Each country, including the Special Administrative Region of Hong Kong, the Special Administrative Region of Macau, England, Scotland, Wales, and Northern Ireland, may be represented by a maximum of 5 universities, regardless of how many teams from the same country register. In case more than 5 student-teams register from the same country, the teams will have to participate in a Qualifying Round in order to determine the 5 teams that will participate in the International Round of the Competition.
When more teams than allowed from one country are seeking registration for the Competition, a special procedure in the form of a Qualifying Round may take place. The Qualifying Round may take the form of (1) a National/Regional Round or (2) a Problem-solving Question Round.
(1) National/Regional Rounds
The existing National/Regional Rounds are listed below. If there is no official National/Regional Round in the concerned country/region yet, it may be organized by one of the competing universities, or an independent body, such as an NGO, academic association, etc. National/Regional Round. Their organization must be approved by the Organization beforehand.
If your country is not included in the list below of National/Regional Rounds, you do not need to participate in a National/Regional Round, and must register directly for the International Round.

(2) Problem-solving Question Round
If more than 5 universities register from a country with no National/Regional Round, each team from that country shall receive a problem-solving question from the Organization on 27 November 2023 @ 5pm CET. Each team concerned must submit its answer to the problem-solving question on 4 December 2023, by 11:59pm CET at the latest. An answer submitted after the specified deadline renders that team’s registration automatically invalid. Each team will be notified of the result of its performance in this qualifying round and its eligibility to participate in the International Round of the Competition on 8 December 2023 @ 5pm CET.
National/Regional Rounds for the 2023 IBA ICCMCC Edition
Regional Round for the Americas and Caribbean
The Regional Round for the Americas and Caribbean is organized by Pace University (New York). To proceed to the International Rounds in The Hague, Netherlands, universities from this region have to qualify first by (registering and) participating in this Regional Round. However, if the organizer of the Regional Round only receives one registration from a particular country, that university will qualify for the International Rounds directly. Such teams are, however, still permitted to participate in the Regional Round if they choose to do so, and their performance in the Regional Round will not affect their eligibility for the International Rounds. National Round for Brazil (organized only if more than 5 universities from Brazil register for the Competition) – not taking place in 2023
The National Round for Brazil will be organized by Universidade Federal do Paraná and Unicuritiba – Centro Universitário Curitiba. To proceed to the International Rounds in The Hague, Netherlands, universities from Brazil have to qualify first by (registering and) participating in this National Round. IMPORTANT: Teams should register with the organizer of the International Round.
National Round for China
The National Round for China will be organized by the China University of Political Science and Law. To proceed to the International Rounds in The Hague, Netherlands, universities from China have to qualify first by (registering and) participating in this National Round. National Round for Germany (organized only if more than 5 universities from Germany register for the Competition) – not taking place in 2024
The National Round for Germany will be organized by the Grotius Centre for International Legal Studies. Registration for the German National Round takes place at the same time and in the same way as registration for the International Rounds.
National Round for India
The National Round for India will be organized by the National Law University, Delhi. To proceed to the International Rounds in The Hague, the Netherlands, universities from India have to qualify first by (registering and) participating in this National Round. National Round for The Netherlands (organized only if more than 5 universities from The Netherlands register for the Competition) – not taking place in 2024
The National Round for Germany will be organized by the Grotius Centre for International Legal Studies. Registration for the Dutch National Round takes place at the same time and in the same way as registration for the International Rounds.
National Round for Georgia (organized only if more than 5 universities from Georgia register for the Competition) – not taking place in 2024
The National Round for Georgia will be organized by the Public International Law Department, Ministry of Justice of Georgia. To proceed to the International Rounds in The Hague, the Netherlands, universities from Georgia have to qualify first by (registering and) participating in this National Round. IMPORTANT: Teams should register with the organizer of the International Round.
National Round for Israel (organized only if more than 5 universities from Israel register for the Competition) – not taking place in 2024
The National Round for Israel will be organized by ALMA – Association for the Promotion of International Humanitarian Law. To proceed to the International Rounds in The Hague, Netherlands, universities from Israel have to qualify first by (registering and) participating in this National Round.
